Kevin Otey is currently the Chief Operating Officer of the Hampton Roads Community Action Program.
Mr. Otey is an accomplished senior non-profit executive with the insights to strategically plan, direct, and secure program funding to maintain and improve the quality of programs designed to address the needs of low-income individuals and families. For more than 15 years, he has devoted his efforts to improving the lives of others facing short and long-term economic setbacks. He is known within the nonprofit community for his prudent management of human resources and technology including his ability to secure unrestricted funding, and for improving program delivery while producing measurable outcomes. Additionally, he possesses a wealth of resources to connect elected officials to community action programs across the network. In his role as COO, he is responsible for oversight and management of program operations, facilities, information technology, and risk management. Mr. Otey received his Bachelor of Arts in Political Science from Virginia Wesleyan University and his Master’s in Public Administration from Strayer University. He is the recipient of numerous community awards including the 2014 Inside Business Top 40 Under 40 in Hampton Roads Award and the Virginia Wesleyan University Distinguished Alumni Award. Mr. Otey serves on several volunteer and community appointed boards including the United Way African American Leadership Society Executive Council. His wife, Dr. Maureen Serem are proud parents of their first child, Asher Otey, born July 11, 2019. |
